Mr. Webb (speaker 16), a county department head, updated the commission on the HOPE program (Helping Offenders Achieve Purposeful Employment), which the county launched to assist detainees preparing to re-enter the workforce. Webb said the program has placed a handful of participants, secured donations of welding helmets and gloves for training and plans summer internships for high-school students and college interns.
Webb read a letter from a detainee, identified in the transcript as Derek T. Charlie, who described completing coursework at San Juan College, facing employment barriers because of felony convictions, and then finding hope through the HOPE program.
