San Juan County approves FY2027 interim budget to submit to state reviewers

San Juan County commissioners voted May 19 to approve the FY2027 interim budget that will be submitted electronically to the New Mexico Department of Finance and Administration (DFA). The interim budget must be transmitted no later than June 1, 2026; staff said the interim will be reconciled into a final budget due to DFA by July 31, 2026, with final DFA approval anticipated in early September.
Kim Morton, who presented the interim budget, described key revisions since the budget workshop: a $2,663 capital outline addition for a community development conference-room improvement, a request from Information Systems for $20,000 in maintenance equipment funding to replace aging security cameras (staff said $14,000 of that will be covered and the net increase will be roughly $6,000), and corrections that reduced projected gross receipts tax distribution expenditures by approximately $1,100,000 and $160,000 in two funds. Morton also noted a $594,617 correction to a transfer from the general fund to the buyer access tax fund.
County Manager Mike Stark told commissioners the budget maintains sufficient reserves for a 30-year capital plan and ongoing operations; he identified a $3,000,000 allocation to continue the Pinon Hills project tied to County Road 390 and said staff have met with MMDOT officials to lay out a timeline. Morton said additional adjustments identified after interim approval may be incorporated into the final budget in July.
A commissioner moved to approve the interim budget; after a second the board approved it by voice vote and the chair declared the motion carried. The interim budget will now be transmitted to DFA for review.
