The Springfield Township Board of Adjustment on May 19 approved variances for an addition, a second garage and related bulk relief at 121 Edgewood Road, concluding the project includes stormwater mitigation and parking improvements that benefit the neighborhood.
Kevin James Livermore, the property owner, described plans to modernize the 1952 Cape Cod home with a covered front portico, a second usable garage and additional living space, saying the work would maintain the house’s character while providing better parking. "I'm here tonight to provide background on the request and answer any questions," Livermore said.
Planner Matthew Wellinger of EKA Associates testified the project seeks relief for existing nonconformities and proposed bulk variances (including a proposed building coverage of about 25.45%). Wellinger said two dry wells and other subsurface detention will capture additional runoff and improve neighborhood drainage, and he argued the proposal meets RSIS parking requirements by providing indoor parking and complying with municipal design goals.
A neighbor, Marie Milano of 115 Edgewood Avenue, attended and confirmed the rear‑yard setback measurement (19.6 feet) the plans show. The board discussed stair/patio details and coverage calculations and asked the applicant to document any future additional coverage (for example, a future walkway or patio) on the site plan so it remains within permitted limits.
Board members voted to grant the variances with the condition to record and document any future changes to lot coverage; the applicant also committed to replacing a removed street tree with six new on‑site trees. The board’s approval included the stormwater measures as mitigation for impacts to neighboring properties.
