A block of public commenters representing several construction trades urged Henderson City Council to adopt stronger community benefits agreements (CBAs) for taxpayer‑funded projects, arguing such agreements protect local jobs and apprenticeship pathways.
Garrett Jepsen, a business representative for District Council 16, said he represents more than 2,000 IUPAT members in Southern Nevada and expressed disappointment with council progress on the community benefit agreement for an agenda item (No. 14). "A Utah contractor should not be completing a children's school that the Henderson residents paid for while they sit at home out of work," Jepsen said.
Speakers from unions including Ironworkers Local 433, Teamsters, Heat and Frost Insulators Local 135, and others echoed calls for local hiring standards, apprenticeships and enforcement mechanisms. Jimmy Schwartz, representing Ironworkers Local 433, asked council members to take a closer look at projects under item 14 and to ensure contractors utilize apprentices.
Liam Guthrie, an Ironworkers apprentice, described how apprenticeship opportunities helped him and urged continued local investment in training and career pathways.
Council members did not take immediate action on the community benefit request during the meeting; commenters asked for earlier meetings with council representatives and for the council to prioritize local workforce standards on future projects.
