The board revisited the matter after an earlier staff offer of $2,500 and a counter at $15,000. A motion by Ralph Horacek to offer $8,000 received no second and failed; a later motion by Horacek to offer $5,000 (seconded by Steve Crouse) failed on a 3–4 roll call. Andrew Ditter then moved and Darren Nelson seconded a $4,000 offer; the motion passed with AYES from Horacek, Nelson, Crouse, Ditter and Cornwell, and NAYS from Voichoskie and Russell. County Attorney Rod Wetovick was instructed to continue negotiations under that direction.
