Stat. § 19.85 to deliberate or negotiate the purchase of public properties, to discuss airport hangar leases and vacant land development projections, and to confer with legal counsel about litigation and enforcement matters, including dilapidated properties and an M. Davis order for dismissal. The agenda lists § 19.85(1)(e) and § 19.85(1)(g) as the basis for the closed session; the transcript later records the motion to close the session with a slightly different subsection reference (see clarifying notes below).
Alderperson Pete Olson moved to convene in closed session; Alderperson Keith Kolpack seconded. The council took a roll-call vote with all six members voting aye and entered closed session at 7:30 p.m. The council reconvened in open session at 8:13 p.m. on a motion by Alderperson Joe Johnston with Alderperson Pete Olson seconding; the reconvened session recorded no formal action arising from the closed session.
