The Greenville City Council adopted Resolution No. 26-08 on May 12, 2026, approving the city—s fiscal year 2026-2027 budget, levying a total property tax rate of 12.9673 mills and approving a schedule of rates and fees to take effect July 1, 2026.
Councilperson Seppala moved to approve the resolution; Councilperson Mangus seconded and the motion was unanimously adopted. Mayor Jeff Scoby presided; City Manager Bosanic and Clerk Krissi Brott were present.
The resolution specifies millage components that together total 12.9673 mills: 9.1473 mills for general purposes; 2.17 mills for the Capital Improvement Fund; 0.5 mills for Solid Waste Operations; 0.6 mills for Local Streets; 0.33 mills for the Greenville Transit System Fund; and 0.22 mills for Promotion and Advertising under Public Act 359 of 1925.
The FY 2026-2027 appropriations and estimates listed in the adopted budget include key fund budgets presented to the council: General Fund operations at $7,050,957; Major Street Fund $917,750; Local Street Fund $627,270; Capital Improvement Fund $30,772,150; Solid Waste Fund $2,076,270; Sewer Fund $3,804,680; Water Fund $1,240,530; Greenville Transit System Fund $571,320; and other funds as presented in the budget document. The resolution authorizes use of anticipated fund balance where shown and directs that the City Manager is authorized to make budgetary transfers within funds and to make expenditures in accordance with law and city policy.
The adopted budget document includes specific proposed rate changes to be implemented in the fiscal period 2026-2027: a 5% increase in solid waste rates, a 14% increase in sewer rates, and a 3% increase in water rates together with a 5% increase in the water facilities charge. The council also approved the schedule of rates and fees to be effective July 1, 2026.
The resolution and its supporting materials note compliance with the City Charter and state budgeting law, including that a public hearing on the proposed budget was held on May 12, 2026; no members of the public spoke during that hearing. The council also adopted the city—s capital improvement program for 2026-2027 through 2031-2032 as presented.
The adoption was recorded as unanimously approved by the members present.
