Committee members voted to approve ordinance 623‑2026, which authorizes payment to DigitalC for 2025 household internet subscriptions and digital‑adoption services under a pay‑for‑performance contract. Innovation and technology staff said DigitalC met its metrics and that the department completed an audit.
“We received metrics for 2025. We completed an audit of those metrics. DigitalC did sufficiently meet those metrics, and we are requesting that the funding be approved,” the innovation director told the committee. Councilmembers who visited DigitalC’s TechHive said they reviewed data and were satisfied with verification efforts. One councilmember described the approach as “trust but verify.”
Members amended the ordinance to specify sub‑fund numbers (10400, 15190 and 15296) that reflect recovery and ARPA tranches and to add the director of Innovation & Technology alongside the director of finance as someone who may authorize the payment going forward. The amendment also clarified that payments derive from a combination of recovery and ARPA funds and ensured the ordinance explicitly attaches the list of projects as file A. The committee approved the ordinance as amended.
Representatives from DigitalC and local supporters noted the organization’s local presence and outreach. A DigitalC representative said the nonprofit is headquartered in Cleveland and framed the contract as an example of local digital‑inclusion work.
