Waukee council approves multiple rezoning, easement vacations, code updates and utility rate ordinances

The Waukee City Council handled a packed agenda of land-use approvals, code updates and routine business, approving several final readings and site plans while advancing other items on first reading.
Major approvals and actions at the meeting included:
- Sugar Creek Landing (introduction / first reading): Staff presented a rezoning request for about 81 acres to rezone from A‑1 to R‑1, R‑2, R‑3 and R‑4, with a concept plan showing 140 single-family lots, 71 townhome units, multifamily acreage, parkland and stormwater detention. Council approved the ordinance on first reading and advanced it for further consideration.
- Vacation of Parkside easements (final resolutions approved): Council approved resolutions vacating a recorded public stormwater detention easement and a two-foot portion of a sanitary sewer easement for Parkside Proper plat 1; staff said the owner will provide a new easement consistent with the revised site plan.
- Silverleaf rezoning (final reading approved): The council approved the final reading to rezone a 70-acre property known as Silverleaf from A‑1 to R‑2 and R‑4.
- Parkside Proper Villas (site plan approved): Council approved the site plan for Parkside Proper Villas at 815 NW Douglas Parkway: four buildings totaling 48 rental units (each two-bedroom), with required parking, landscaping, trails and stormwater detention.
- Trail Ridge Creek Plat 1 (final plat approved): Council approved the final plat for Trail Ridge Creek Plat 1, an 18.76-acre development with 60 single-family lots, new public streets and trails; staff said parkland dedication requirements were met via greenway dedication.
- Building code update (first reading): Community development staff presented adoption of the 2024 international building code cycle, including a new pool and spa code and provisions related to accessory dwelling units (ADUs) and radon mitigation; council approved first consideration.
- Residential rental code update (first reading): Council approved first consideration of revisions to the rental code that extend the unit recertification interval (from two years to three) while preserving tenant complaint and inspection pathways.
- Utility rate ordinances (third/final readings): On third and final readings council approved updates to water rates (Ch. 92), sewer service charges (Ch. 98), stormwater service rates (Ch. 100) and solid waste collection charges (Ch. 106); staff presented rate tables and recommended final passage.
The consent agenda and other routine items were approved by voice vote. The meeting concluded after announcements and reminders about upcoming city events and planning sessions.
