Council approves two rezonings to legalize duplex and parking-lot uses

Mount Pleasant — During its May 19 meeting the City Council unanimously approved two separate rezonings recommended by staff and the Planning & Zoning Commission.
Development Services Director Lynn presented the first case (Z-2026-01) to rezone Block 156 Lot 3B at 206 East 9th Street from general retail to multifamily. Lynn said the request is a "cleanup" rezoning to align zoning with adjacent multifamily uses and to permit remodeling of an existing vacant structure into a duplex; staff and Planning & Zoning recommended approval and no property owners responded to mailed notices. The council opened and closed the required public hearing with no speakers and approved Ordinance Z-2026-01 unanimously.
The second case (Z-2026-02) was a rezoning of City Block 124 Lot 1C from single-family to general retail to legitimize long-standing overflow parking used by a nearby auto business (owner Jose Del De La Rosa). Lynn said the property must meet development standards for a parking lot, including paving and a screening fence where adjacent to residential property; staff reported no property-owner objections and Planning & Zoning recommended approval 5–0. Council approved Ordinance Z-2026-02 with the required paving and screening conditions.
Both rezonings were described by staff as corrective measures to make existing uses compliant with city code; council approved both ordinances by unanimous votes.
Ordinances Z-2026-01 and Z-2026-02 now change the zoning designations for the listed parcels and require the permit and development standard steps Lynn outlined.
