County clerk plans new records software and shifts election‑fund accounting, producing $2 million reduction

Deputy Clerk Jennifer Wilson presented the county clerk's proposed FY27 operating budget and explained two main drivers of a roughly $2 million year‑over‑year reduction. She told the Board that the office did not include anticipated MOU funds from the Secretary of State for the general election in FY27 and that FY26 was a two‑election year while FY27 will include only the November general election, so prior budgets had appeared larger than the county actually funded.

"We have a reduction of about $2,000,000 in our proposed budget between f y 26 and f y 27," Wilson said, explaining the decision not to pre‑book anticipated state MOU funds for elections until the county receives the MOU for the general election.

Wilson also described a planned migration to a new records vendor. "We're moving to a new vendor called Numo, and we are hoping that will be rolled out before the end of the calendar year, before December '26," she said, adding the office has budgeted for customization and fixed assets rolled from FY26.

Commissioners asked about outreach spending and election security. Wilson said the largest outreach amount in FY26 was roughly $200,000 and that most outreach dollars support elections. On security, Manager Schaeffer and Wilson reiterated that voting‑system certification is handled by the Secretary of State and that paper ballots remain a post‑election backup: "we do as part of the post election duties... we do go back to the paper ballots to validate," Manager Schaeffer said.

What happens next: staff will await the Secretary of State MOU before booking those funds in FY27; the clerk intends to roll forward earlier fixed‑asset requests and to deploy Numo during calendar 2026. Commissioners reserved further questions for the clerk as implementation details become available.
