Committee recommends pausing transfer of village vehicle pending review of 2020 resolution

The Public Works Committee voted May 19 to recommend that the village board hold any transfer of a village vehicle until the village attorney provides a copy of a 2020 resolution staff said governs vehicle assignment.
Trustees debated whether a RAV4 that had been used by the police department should be returned to village administration. Staff told the committee the RAV4 had been turned in to Enterprise and would be sold, but said the village could ask Enterprise to return the vehicle if the company had not yet completed sale or transfer paperwork. "We are turning it back into Enterprise. Enterprise will sell it," the director said.
Staff also told the committee that a 2020 board resolution delegates authority over village vehicles and specifies that village vehicles are for employees; staff said independent contractors or interim administrators would not be eligible to use a village vehicle. One trustee moved to recommend the board hold over any transfer until the attorney produces the 2020 resolution; that recommendation passed on a recorded vote (4 in favor, 2 opposed).
Committee discussion also touched on an existing practice — staff and trustees described it as a 2020 practice or SOP — that municipal vehicles avoid establishments that serve alcohol to prevent negative optics and social‑media scrutiny. The director argued the practice helps avoid complaints; another trustee replied that the practice appears not to be codified and urged trust in staff, suggesting the board could review and tweak the policy if needed. "Village vehicles are not to be seen at any establishment which serves alcoholic beverages," the director said; a trustee countered, "If there's no policy, there's no written record — it's more an understanding."
The committee’s action is a recommendation to the village board; the board will decide whether to pause any vehicle transfer, to direct staff regarding eligibility, or to request additional documentation from Enterprise or the attorney.
