Staff introduced Braden, a newly assigned engineer with municipal paving experience, who said he and other staff pre-inspected several high-priority locations and recommended identifying specific patches before soliciting bids. "I tasked him with getting this Class D patching specifications put together," a staff member said when introducing Braden.
Committee members and staff described the pre‑selection approach as a change from prior unit‑price bidding. Staff said that, by identifying patches in advance, bidders get clearer scopes and that approach produced substantially lower bids last year: staff estimated identified patches at about $105,000 but said returned bids were near $65,000, which allowed change orders to add additional repairs.
Staff identified several priority locations including Swasey Drive, sections of Love Road and areas near the auto outlets, and outlined a plan to contact all bidders who submitted quotes to village projects over the past five years to expand competition. Staff also explained contract terms intended to limit disruption: contractors must complete base‑scope items by the contract’s final completion date and are required to backfill and secure any excavation within 24 hours of removing pavement unless the village approves an alternate schedule.
A committee member moved that the committee forward Resolution 2026‑R25 to the village board. The motion was seconded and the committee voted to send the resolution to the board by recorded affirmation of those present.
The committee’s referral means the village board will consider final approval and any budgetary or contract award decisions. Staff said they will return to provide final contract documents and any additional cost details when the village board takes up the item.
