The Hampden‑Wilbraham Regional School District policy subcommittee on May 19 voted to advance several policy updates to the full school committee, including medication self‑administration rules (JLCD/JLCDZ), a disposition of surplus property policy, minor facility‑use edits, sibling priority language for school choice, and revisions governing parent advisory committees.
On student medication, Staff member explained the package creates or revises a district medication administration plan and a separate self‑administration/self‑carry policy. She said students with diabetes, cystic fibrosis, asthma and life‑threatening allergies already self‑carry and that the proposed policy clarifies that a nurse may permit additional self‑carry in limited circumstances and that those decisions are governed by the medication administration plan. "It's not a must permit," the staff member said; the subcommittee approved both JLCD and JLCDZ.
The panel also considered revisions to a draft memorandum of agreement governing video surveillance access when school personnel are not present. Staff member presented two versions of language; chiefs suggested wording requiring the accessing entity to "notify the principal or the designated school contact of the affected school as soon as practical." Agency official and others flagged operational issues for dispatchers, recommending a bright‑line approach and use of example language to guide decisions. Subcommittee members agreed to change wording from "including" to "for example" for the list of triggers and to specify a backup contact and timing for notification.
On fiscal policy, Staff member presented a formal disposition policy for surplus items requiring a competitive, public process for items with value (online auction or bids) and allowing intergovernmental transfers; the subcommittee approved the policy and the attached form.
Other items advanced include minor edits to ECAB (facility use) to allow staff required to work an event to be present in reserved space, and a JFBB change explicitly giving siblings priority for school choice admissions (consistent with existing law and practice). Staff member also summarized KBG changes clarifying PAC membership and requiring PACs to adopt bylaws; the revisions accept the attorney general's interpretation that PACs are not political bodies subject to the open‑meeting law in the same way as elected bodies.
Each approved item will appear in the full school committee packet; the chair explained that policy changes must be read at three full school committee meetings before a final adoption vote.
