Committee recommends permits and memberships, approves payment plan and eases several administrative items

At its March 3 meeting the committee advanced a set of routine recommendations to the village board and addressed several administrative items.
The committee voted to recommend a special-event permit for Mary’s Market, where manager Lydia Manesionis described monthly DJ cruise nights and a car show (fourth Tuesday, May–September) at 4866 Bluestem Road; alcohol service will be limited to a fenced-off area with wristbands and signage.
The panel also voted to join the Illinois Public Works Mutual Aid Network, which staff said gives municipalities access to equipment and crews during larger incidents and regional events. A trustee noted neighboring Winnebago County and Rockford-area jurisdictions are already in the program.
Stateline Fastpitch’s request to pay the 2026 installment in three payments was forwarded to the board with a recommendation for three payments, contingent on financial documentation to be provided.
The committee approved sending a contract recommendation for Fairgram & Associates to prepare legal descriptions and AutoCAD easement exhibits for subdivision signs in Hogs Point and Chicory Ridge ($900 per location) and voted to forward proposed amendments to ordinance 2025-25 concerning the village administrator search-process steps to the village board.
Staff updates included a reminder that Roscoe Restaurant Week runs April 10–18 and that food-truck events will begin in March; trustees asked staff to coordinate report formatting for the monthly financial statements.
