Library director flags two Wyoming bills and funding concern; Summer Reading grant approved as Foundation fundraising exceeds goal

Executive Director Lisa Scroggins told the Natrona County Library Board on Jan. 14 that the library’s grant application to support Summer Reading 2026 was approved and the funding has arrived.
Scroggins also briefed trustees on two bills pending in the legislative session that she said could affect library services and county funding. She described HB0010 as legislation addressing sexually explicit materials in libraries and said that, if passed in its current form, it would not allow for age‑appropriate collection curation and would apply the same content restrictions to all individuals under 18. Scroggins characterized HB0030—Vehicle Registration Fees‑Amendments—as likely to have a negative effect on county funding and said she had contacted County Treasurer Tom Doyle to ask about potential fiscal impacts.
The director additionally reported that the WYLD Board of Directors adopted a resolution affirming member libraries’ Integrated Library System (ILS) access standards, noting that granting case‑by‑case exceptions could undermine uniform standards and create privacy and management risks.
Separately, Candice Cochran, director of the Library Foundation, told trustees that FY2026 fundraising has already surpassed the Foundation’s goal. The board received the reports; no formal policy decisions or budget votes on these items were recorded at the meeting.
