Natrona County Library board lists restroom, HVAC and elevator among top facility priorities and asks director to seek BOCC work session

The Natrona County Library Board on Jan. 14 received a facilities briefing that identified public restrooms and plumbing, aging HVAC units, the elevator panel and electrical systems as the most urgent needs at the main library.
Fred Parsons, Natrona County Library facilities manager, presented a prioritized list produced after a third‑party facilities assessment requested by the Board of County Commissioners. Parsons listed the top seven items, in order of urgency: public restrooms and plumbing; aging HVAC units, including chillers and air handlers in the boiler room; the elevator panel; electrical systems; storefront windows in the Prometheus Atrium; the parking lot; and the second‑floor roof.
Parsons said he previously met with Natrona County Facilities Manager Garrett Rothenhoefer to review the priorities. He told trustees a follow‑up meeting is planned for March to further review the list and discuss the library’s FY27 facilities budget request; Parsons did not state who will attend the March meeting beyond noting the Library Director will be included.
After the presentation, the board requested that Executive Director Lisa Scroggins seek a work session with the Board of County Commissioners to present the Facilities Assessment Report and request direction on next steps and potential funding. The request was recorded as a board direction rather than a formal, voted appropriation.
The facilities assessment and the board’s next steps feed into the library’s FY27 budget planning. The board did not adopt a timeline for repairs at the meeting; Parsons and library leadership will return with additional information during the budget process and after the planned March meeting with county facilities staff.
