SIU Carbondale master plan highlights $800M+ deferred-maintenance need and campus rightsizing

SIU Carbondale's campus master plan team presented an initial facilities assessment that identifies extensive deferred maintenance and proposes a phased, strategic approach to modernizing research, academic and student-life spaces.
Kushan (Koshan) Dore of Cannon Design told trustees the consulting team had assessed 94 buildings and found approximately 65 in "poor" condition and 16 in "critical/divest" condition. The consultants estimated more than $800 million in deferred maintenance needs over the next decade; a subset of 16 critical/divest buildings alone account for roughly $170 million of that total.
Dore said the process also flagged an oversupply of spaces relative to current enrollment, leading to recommendations to "right-size" the campus footprint while prioritizing core research and student-life investments. He described a planning framework of "backbone" (foundational) projects versus complementary projects that could be pursued if additional funding becomes available.
Trustees also heard related project-level requests. Vice Chancellor Satulis presented renovation budgets for the Gower Translational Research Center, seeking approval for an iFood incubator renovation (about $2.33 million, with DCEO and Delta Regional Authority grants) and an expanded iFIRM infrastructure estimate raised to $8.1 million after new Capital Development Board support. Trustees approved the project and budget requests.
The master-plan presentation emphasized phased approaches and prioritization to align capital investments with research and student-experience objectives while addressing the campus's substantial deferred-maintenance backlog. A public communications plan and a more detailed master-plan report will follow to provide cost-estimate refinements and implementation sequencing.
