CUSD 300 presents consolidated district plan; warns of about $500,000 drop in Title funding next year

Doctor Williams presented the district’s Consolidated District Plan (CDP), describing it as the district’s strategic framework for aligning federal, state and local funds to priorities such as student growth, whole‑child support and staff development. "The development and maintenance of the Consolidated District Plan is highly collaborative," Williams said, noting the plan must be approved by the board before the district can submit federal grant applications.
Williams told the board staff anticipate a roughly $500,000 decrease in Title funding next fiscal year because allocations are based on historical state data (e.g., counts of students on SNAP, TANF, Medicaid) that have declined in the district and in other local districts. "We are seeing that," Williams said of falling counts and said that the federal allocation formula uses approximately two years of prior data. Board members asked whether the decline was local or regional; Williams said other districts are experiencing the same trend and the district is awaiting final allocation figures in August once the state releases updated data.
The CDP ties Title I (low income), Title II (staff development), Title III (English learners), Title IV (student supports) and IDEA Part B to district strategic goals and planned grant applications. Williams said the CDP is more than a grant application: it is intended as a "strategic blueprint" for aligning funds to priorities. Staff will return the plan for board approval so grant submissions can proceed.
