Roscoe awards nearly $1 million residential streets contract after higher-than-expected bids

The Village of Roscoe board on April 7 voted to award Rock Road Companies the contract to complete the 2026 residential streets program for $997,826.85.
President Carol Gustafson explained staff originally authorized a base and alternate that were estimated in January; a subsequent bid opening showed a $123,308.65 increase driven by omitted scope items (for example, shortening a peninsula on Leanna Drive was not included in the earlier estimate), a more definitive measurement of square yardage, and a lack of bidders (two firms only). “There was a cost increase of $123,308.65 over what we had anticipated,” Gustafson said.
Staff recommended proceeding with both the base and alternate to avoid a likely higher cost next year; they said the additional funds can be covered from overages within engineering and general engineering accounts. Trustees moved, seconded and approved the award by roll call.
