Nick Rumchuck, representing True North Properties, presented a conceptual plan to convert the former Hearthstone complex into apartment housing at the Feb. 3 Woodstock City Council meeting. Rumchuck said the site includes two large buildings (920 and 840 N. Seminary) and 15 duplex structures; the concept envisions about 170 units in the two main buildings plus roughly 30 duplex units for about 200 total.
Rumchuck said many interior configurations lend themselves to apartments and that roughly 100 units could be ready to rent once modest work is completed; the larger building would require more extensive renovation and could take up to 12–18 months to finish. He outlined a parking plan that would expand an existing lot and add roughly 100–200 spaces to serve the new apartments. He noted two parcels were already sold (daycare) and the developer holds a purchase contract on the remaining parcels; zoning changes and plan‑commission review would be required for the proposed uses.
Council members welcomed the local developer’s track record of adaptive reuse and encouraged preserving exterior character while improving interior units and maintaining affordability where possible. Roscoe (staff) reminded the council the formal process will require a zoning application, plan‑commission review and subsequent return to council for any rezoning requests.
Next steps: developer to submit formal zoning and plan materials; plan commission will make a recommendation before the council acts.
