Commissioners approve CHDO certification for La Torte Lofts and permission to apply for DCED HOME funds

Michaela Kitchen of the Cumberland County Housing Redevelopment Authority explained that the project would convert the former Tyco site on Hamilton Street into 48 affordable rental units aimed at households at or below 60% of area median income, and that a for‑profit partner, Woda Cooper, is providing land for eight townhouses for homeownership on the same site. Kitchen said reviewers completed a 21‑item CHDO checklist and found the applicant in good standing.
Gary Leiker of Tri County Housing said the proposal closely mirrors a prior project (Normandy Lofts) and that the team expects community support; he noted additional activity from the authority, including upcoming groundbreakings at other county sites. Commissioners moved, seconded and voted to approve the CHDO certification and the county's permission to submit the DCED HOME application.
What happens next: Tri County Housing Development Corporation will submit the DCED HOME application for $239,926; the county development authority will later present any request for construction funding to the board for consideration.
