HCD trailer language ties HAP Round 7 funds to pro-housing designation, local match and streamlined performance metrics

The Department of Housing and Community Development presented trailer-bill language to govern Homeless Housing Assistance and Prevention Program Round 7 funding and to codify enhanced accountability measures.
Sarah Poss, HCD branch chief, said the proposal would require HAP-eligible large cities and their counties to obtain Pro Housing designation and demonstrate a qualifying local match before receiving initial and subsequent disbursements of fiscal-year 2026–27 funds. "To be eligible for the initial disbursement... HAP eligible large cities and the counties in which they are located must have obtained Pro Housing designation," Poss said.
HCD also proposed streamlining California System Performance Measures (SPMs) by moving to one consistent set of metrics administered by Cal-ICH and clarifying recapture rules that would allow HCD to reduce future allocations for grantees that fail to meet performance or expenditure requirements — but only after HCD provides intervention and technical assistance.
LAO questioned whether HCD could process Pro Housing designation applications quickly enough to meet the aim of distributing funds by September 2026, noting some applications and supporting documentation can run hundreds of pages and that jurisdictions given the 12-month window could face heavy administrative burdens. LAO also sought clarity on the amount and sources that qualify as local match, noting the trailer bill lacked a specific match percentage.
HCD said it will provide technical assistance to grantees lacking Pro Housing designation, will model match options on other HCD programs, and intends to minimize administrative burden while honoring the legislature’s intent for accountability and timely deployment.
