Walworth County CDEB elects chair, approves Lakeland policy updates and advances district collaboration plan

The Walworth County Children with Disabilities Education Board unanimously elected Supervisor Brian Holt as chair and Supervisor Kathy Ingersoll as secretary during a meeting on April 29, 2026, and approved a set of Lakeland School policy updates and procedural items, officials said.
Director of Special Education Matthew Huettl called the meeting to order at 4:30 p.m. and reviewed the board’s role and packet materials. Supervisor Joseph Schaefer moved to approve the agenda; the motion carried. Schaefer nominated Brian Holt for CDEB chair; with no other nominations Holt was elected unanimously. Supervisors later elected Kathy Ingersoll as secretary by unanimous vote. The board also approved the March 18, 2026 meeting minutes.
The board considered a set of Lakeland School policies on technology, assistive services and privacy (po7530.02; po7540.01; po7540.03; po7540.04; po7540.05; po7544; po9151) that Huettl presented for a second review. Secretary Ingersoll moved to accept the policies and Supervisor Joanne Laufenberg seconded; the motion carried 5-0.
Huettl and County Administrator Mark W. Luberda discussed next steps for a partner-district collaboration plan to refine focus areas and priorities. Supervisor Laufenberg moved and Supervisor Joseph Schaefer seconded permission to move forward with the plan; the motion carried 5-0. Administrator Luberda described the process as clarifying the CDEB’s role as a service organization and commended Lakeland School staff for their work.
The meeting also included informational items the board is expected to revisit: a Long-Term Planning SWOT Analysis distributed for review ahead of May meetings and a Preliminary Space Availability Study that Huettl said will prompt an updated enrollment process at the May meeting.
