Frangill Road project on track for September completion, firm says; phased openings planned

Angel Turpin of Kimley‑Horn briefed the council on May 20 on the Frangill Road improvements project, saying biweekly construction coordination continues and several work zones remain open to traffic while final items such as the final lift of asphalt, bus shelters, tree and sod work, and light‑pole activations remain outstanding.
"For Work Zone 12 and 3, these areas remain open for use to the public," Turpin said, and noted the final lift and remaining installations will occur before project closeout. Kimley‑Horn said coordination with Miami‑Dade County and Florida Power & Light is ongoing; the county created an FPL account and performed an inspection but the poles will not be energized until all have been installed.
Janet Delgado, providing the public‑information update, said the final lift will "ring the manholes flush with the roadway surface and provide a smooth uniform street finish" and described ongoing community outreach to address access and business concerns as phases progress.
When Council member Duncan asked whether Phase 4 would open prior to Phase 5 and whether through traffic would be allowed, Turpin said the project will follow the same phased approach used earlier: "It'll follow, similar to those other phases where we kinda slowly move that MOT out so those areas will be open prior to final completion."
Project staff reiterated a target completion of September 2026 and said work will continue on punch‑list items and final installations until then.
