Danny Ray, senior planner, presented a request to amend the Kiley Ranch North Phase 3 development handbook to: (1) modify parking ratios for medical uses to align with ITE parking demand rates, (2) relax certain medical-campus signage illustrations and dimensions and permit internally illuminated LED gateway signage at greater heights, and (3) exclude parking-area landscaping requirements beneath photovoltaic shade structures.
Ray said staff is concurrently reviewing an administrative application for a 125,203-square-foot, three‑story medical office building (including ambulatory surgical, treatment and urgent‑care facilities) identified as phase 1 of a broader medical campus; later phases would include a hospital and two additional medical office buildings. The staff fiscal-impact analysis estimated Village 25 development would generate an estimated $16,300,000 in general‑fund surplus and $33,000,000 to the city road fund over a 20‑year analysis period (and, when considered across the greater Kiley Ranch North plan area, a projected $86,100,000 general‑fund surplus over the analysis window).
Staff recommended approval, finding the proposed amendments would not change the type or amount of development permitted in phase 3 but would provide implementation flexibility for medical uses already allowed in the handbook. The commission moved, seconded and voted to forward a recommendation of approval to the city council.
Next steps, as explained by staff, include regional planning conformance review and subsequent city-council consideration, including certification of the comprehensive plan amendment and readings on rezoning and any required conditional-use permits.
