The Redondo Beach Planning Commission adopted a resolution on May 21 finding the proposed 2026'2031 Capital Improvement Program (CIP) consistent with the city's General Plan and discussed a set of budget recommendations to forward to the city manager.
Planning Manager Sean Scully framed the item as a statutory, annual requirement under state planning law: "This body is required to review the city's capital improvement program and make a determination that it is in conformity with the city's general plan," he said. Scully summarized CIP projects that align with the general plan's utilities, circulation and public-safety goals, including sewer repairs, stormwater/drainage projects, bike-lane and bike-infrastructure work and other maintenance projects.
Scully also noted the recent HCD certification of the city's housing element and a list of ongoing planning initiatives (general-plan update, open-space and conservation elements, noise and safety). Commissioners discussed whether to forward a "wish list" of priority projects as budget recommendations to the city manager and asked that the body revisit the budget-suggestion item at the next meeting to allow more time for deliberation.
The commission unanimously adopted the resolution finding the CIP consistent with the General Plan and reached consensus to forward outstanding priority items to the city manager for consideration in the budget process and to agendize a deeper discussion at the next meeting.
Next steps: staff will forward the commission's consistency finding and the agreed-upon project list to the city manager; the commission will revisit the budget-recommendation discussion at the next meeting.
