Goochland parks staff recommend dedicated weather budget as heavy snow looms

Tom Cocke, Parks & Rec, told the Goochland County meeting that roughly 50% of the parks budget remained with about 45% of the fiscal year left and that winter events and snow removal have been major cost drivers. He recommended creating a separate county budget line for weather-related expenses — covering salt and sand, overtime, equipment and contractors — that would roll over year to year to smooth fluctuations that otherwise affect program and staff budgets.

Cocke also warned staff were tracking a heavy snow forecast with multiple storms possible in the next 10 days and outlined operational expectations: the Sheriff’s Office is the primary responsible agency for snow removal operations, crews will run 24‑hour shifts during and after storms, and several county sites (fuel stations, animal shelter, emergency shelter sites, administrative building, library, courthouse sidewalks, Napa parking lot and the path to the high school) are prioritized for treatment.

Staff described a recent equipment acquisition — a stand‑on tracked snowplow for sidewalks — that department personnel said reduces time and labor compared with backpack blowers and shovels. Cocke framed the separate line‑item proposal as a budgeting best practice to avoid one‑off weather costs drawing down program funds; the department did not present a specific dollar amount or a formal ordinance and no motion or vote was recorded at the meeting.
