Brittney Williams moved to adopt Resolution 2025-33, the 2026 holiday schedule; Matt Rogers seconded and the motion passed.
On employee compensation, Mayor Farmer presented an incentive-pay proposal. The transcript records the approved formula but does not include projected budgetary cost or implementation timetable.
During council reports Matt Rogers asked Mayor Farmer about school insurance; Mayor Farmer said he had met with Superintendent Mike Hayes and reported that the school paid $7,386.00 from an overpayment last year and the city paid $111,391.00. Mayor Farmer announced that the Piedmont Christmas parade was rescheduled to Thursday, Dec. 4 at 6:00 p.m. and that the parade route will begin at First Baptist Church because of a scheduling conflict at Piedmont Middle School.
The council voted unanimously on a motion by Frank Cobb, seconded by Carlos Farmer, to enter executive session to discuss a personnel matter. After the executive session the council reconvened and Matt Rogers moved, with a second from Frank Cobb, to authorize Mayor Farmer to negotiate with a new City Clerk; the motion passed by unanimous roll call. With no other business, the council adjourned at 6:13 p.m.
The transcript does not record further details about the personnel matter discussed in executive session, the negotiated terms for a new clerk, or the budgetary impact of the incentive-pay decision; those items will require follow-up for implementation details.
