Board approves two North 5th Street short-term rentals with tax and permit conditions

Planning staff told the board the properties are in RM-2 zoning and that specific-use standards require hosts to remain current on transient-room taxes (including the locally administered 3% CVB tax) and to obtain a change-of-use zoning permit because both properties were already operating as short-term rentals.
Brent Sawyer and his spouse testified about parking and neighborhood context, and neighbor Jamie Gay told the board the Sawyers had renovated a previously blighted house and were positive contributors to the block: "They've done an amazing job of basically helping bring that block of 5th Street back to life," Gay said. Board members noted that a common driveway and shared backyard made screening requirements impractical and that staff conditions addressed the primary regulatory concerns.
A board member moved to approve both applications with staff conditions; the motions passed with no recorded opposition. The board recorded the approvals and instructed the applicants to coordinate with staff to complete any outstanding compliance steps.
