Lincoln County approves Transportation Master Plan and multiple subdivision filings, tables Miles Master Plan

At its May 6, 2026 meeting the Lincoln County Board of Commissioners approved several planning items and subdivision filings and recorded the postponement and tabling of one conditional-use/master-plan application.
Planning Director Ken Kuluski introduced the planning agenda and said Lower Valley Energy asked to withdraw the 1 MW solar project from the agenda because of unforeseen circumstances. Planner Katie Gipson presented File 605 PZ 25, the Comprehensive Plan Update Appendix 6.A Transportation Master Plan, and Commissioner Teri Bowers moved to approve the plan with Findings A–C and a resolution of approval; the motion carried unanimously.
The board approved File 809 AP 26 (Salt River Heights Subdivision Fifth Filing) after Surveyor Marlowe Scherbel said the filing accepts fence-based boundaries. The board also approved File 810 AP 26 (Wild Rose Estates Amended) with Findings A–C.
Planner Mikayla Hibbert presented File 112 CUP 26 (Miles Master Plan); commissioners initially postponed the item to the end of the meeting to allow the developer to appear, then ultimately voted to table File 112 CUP 26 until the June 3, 2026 commission meeting.
The board approved File 701 MA 26 (Etna Village Post Townhomes Phased Major Subdivision Master Plan) with Findings A–C and Conditions 1–9 after staff, architect Brett Bennett and engineer Ryan Erickson answered questions on parking, septic systems and nitrate-reduction measures. The commission also approved File 709 MA 26 (Etna Village Post Townhomes Subdivision Phase I) with Findings A–C, Conditions 1–8 and recommended the board sign the Development Agreement.
Kuluski updated commissioners on Fossil Quarries permitting (approximately 14 zoning and development permits at about $2,000 each) and on Salt River Development work with DEQ; a bid has been submitted and a consultant selected. The meeting adjourned at 10:41 a.m.
