The Town of Concord Personnel Board voted May 13 to move the assistant town clerk position from grade 8 to grade 9 after staff documented changes in duties and supervision tied to elections and census administration.
Kari Maitari, representing the clerk’s office, explained the practical change: board-and-committee administrative duties will shift to a senior administrative specialist while elections and census administration — including supervision and training of over 100 election workers — will be centralized with the assistant town clerk. "The supervision is heavily weighted," staff said, noting the scoring matrix used to place positions on the town pay plan.
Erin (Human Resources) told the board the point scoring and master documentation exist for each pay-plan position and that the added oversight of election workers placed the assistant clerk above the grade-8 threshold. The board asked about supporting documentation and how points were calculated; staff said a master scoring document (from the pay-plan study) was available and would support the rating.
A motion to approve the assistant town clerk reclassification and the updated job description was moved and seconded by board members and carried. The meeting record shows the board counted "4 yeses" and one abstention; the chair confirmed the action would be memorialized in the minutes.
The board also reviewed two related senior administrative specialist job descriptions that do not require a vote because they did not change grade or FTE counts. Members discussed retaining the option to restore a separate elections-manager position in the future and emphasized documentation and consistent scoring practices to justify grades.
