Council approves updates to ARPA spending framework as city nears full allocation spend-down

City development director Alejandra Vladez presented proposed updates to the City of Socorro’s American Rescue Plan Act (ARPA) spending framework on May 21 and council approved the updates by voice vote. Vladez said the city has spent approximately 85% of its ARPA allocation and that the proposed changes reallocate small remaining balances across projects so the city's internal framework reconciles with the annual report submitted to the U.S. Treasury.
Vladez walked council through a series of line-item adjustments: closing small residual balances in the small business assistance program and economic recovery coordinator position, moving a few cents or dollars between projects to reconcile accounts, and reallocating funds to the citywide surface transportation project to cover shortfalls. She noted the net change across all projects is zero; the adjustments allow the city to close completed projects and carry forward funds where appropriate (for example, a community wellness pilot project that will continue through December 2026).
Council moved, seconded and approved the updates by voice vote. Staff said once approved, the internal framework will match the city’s Treasury report and permit staff to close out completed ARPA projects and carry forward funding for projects still in progress.
Next steps: staff will implement the budget transfers and update project accounting to match the Treasury report; some projects will remain open through 2026 for final completion and reporting.
