Public works staff described the existing main as a mix of aged pipe (some sections about 110 years old) and collapsing 10‑inch sections; the council and staff discussed upsizing sections to 16‑inch or 24‑inch in parts of the alignment to meet current fire‑suppression and distribution needs. A motion to accept Task Order 5 was moved and seconded and then passed by voice vote; staff will begin design work and return with final costs for Council consideration.
