Council directs staff to seek bids for remaining Purina Mill demolition

City staff updated council on demolition work at the former Purina Mill and asked for direction on next steps after an engineering report recommended removing the remaining structures. Staff said the contractor ISW completed an emergency contract to take down two metal silos and that final payments are being wrapped up.
"On the report there were clear recommendations from the structural engineers...which is to demolish the rest of the remaining structures," staff said, and recommended issuing a request for proposals to obtain methodology and cost estimates for full demolition or alternatives.
Council members discussed phasing options (a full removal bid with an alternate price to address the western portion in worst condition), site security while procurement runs, and the limited salvage value of large steel silos due to asbestos remediation costs. Council directed staff to issue the RFP and to return with bids; there was no formal procurement vote recorded beyond that direction.
Staff will prepare the RFP with alternates, continue securing the site, and provide updated photos and cost estimates to the council when available.
