The Lakewood City Council voted to approve motion 2026-39, authorizing a $76,973 agreement with CPSM to conduct a police operational analysis and staffing study. The consultant review will analyze calls for service, time-on-task and deployment and provide nationwide benchmarks to inform staffing and resource allocation.
Mister Russell, who presented the contract, said CPSM conducts similar analyses for fire, police and emergency medical services and noted the study will convene stakeholder groups and perform data review. "They really go through and just kind of identify what is the best allocation of resources in terms of providing police services," he said.
Council discussion focused on whether the study provides community input; Russell said the effort is primarily operational with stakeholder outreach rather than wide community open-house style engagement. Council member Pearson said the study will give "performance data" and guide future policy. Council member Pearson moved to approve motion 2026-39; the motion was seconded and approved with all ayes.
No amendments were made; the contract will proceed as described and staff will report back with the study findings when available.
The vote: motion 2026-39 approved unanimously.
