Des Moines County approves personnel actions, hears department updates; public asks about moratorium

During its May 12 meeting the Des Moines County Board of Supervisors approved multiple personnel actions and heard regular departmental reports and a public comment about a possible moratorium.
Personnel actions approved included the resignation of Assistant County Attorney Terri Quartucci effective May 5; the hiring of Josh Shelman as system administrator at an annual salary of $67,163 effective May 11; a 12‑month step increase for Payroll Deputy Layne Luttenegger to a new annual rate of $58,815.59 effective May 5; and personnel actions in the Correctional Center approving step increases and a new hourly rate for staff (Addison Clayton, Bryce Wade, Kathryn Miller) as recorded in the minutes. Motions to approve these personnel items were made and seconded during the meeting.
County department updates were provided by several directors. IT Director Brandon Mehmert said a new IT employee started last week and staff are training. Public Health Director Christa Poggemiller provided information about hantavirus. Conservation Director Chris Lee reported campgrounds at Big Hollow have five sites remaining and crews are preparing boat docks for summer. Maintenance Director Rodney Bliesener and County Engineer Brian Carter noted the Sheriff’s Office parking lot project is winding up with thanks to Secondary Roads and contractors; County Engineer Carter also reported the Pleasant Grove project will start soon and a culvert on 151st Street is in place though the road is not yet open to the public. Sheriff Kevin Glendening reported the jail population at 92.
Auditor Sara Doty said absentee voting in the Auditor’s Office begins May 13 and the deadline to request a mailed absentee ballot is 5:00 p.m. on May 18; she also invited donations to the Auditor’s Office May food drive.
During public input Cindy Newberry asked about a moratorium discussed previously; Assistant County Attorney Trent Henkelvig said he is preparing the moratorium and expects it on the board’s May 19 agenda. The minutes record a post‑meeting work session addressing the potential sale of a portion of land at the new Public Health building attended by John Rashid (identified in the minutes as County Attorney), Public Health staff, and the County Engineer.
