Des Moines County Board adopts $43.25 million in FY26 appropriations

The Des Moines County Board of Supervisors on Tuesday approved Resolution #2026‑031, authorizing $43,248,870 in appropriations to operate county offices and departments for fiscal year 2026.

Budget Director Cheryl McVey presented the proposed appropriations and the board voted to adopt the resolution after a public hearing on budget amendment requests. Vice Chair Tom Broeker moved to approve the resolution, and Member Jim Cary seconded; the minutes state that, unless otherwise noted, motions passed unanimously.

The resolution cites Section 331.434(6) and Section 331.437 of the Code of Iowa, which govern county appropriations and require auditors to report if available resources fall short of appropriations. Schedule A attached to the resolution lists department budgets, including Secondary Roads at $9,908,297 and MHASEI at $3,223,827, and the minutes record the total county appropriation as $43,248,870.

The action authorizes department officers to make expenditures within the amounts itemized and instructs the auditor to maintain separate accounts reflecting the status of those appropriations during the budget year. The resolution also states the appropriations lapse at close of business June 30, 2026.

The board opened the related public hearing at the start of the discussion; Budget Director Cheryl McVey spoke and no public comment was received either live or through the Auditor’s Office. The board proceeded to adopt the resolution and closed the hearing.

Next step: the resolution was adopted at the May 12 meeting and the auditor will implement the accounting direction in the resolution.
