Albany County approves multiple grant applications and agreements, including maternal-child health and suicide-prevention funding

Albany County commissioners on May 26 approved several grant applications and intergovernmental agreements covering public health, emergency management and local infrastructure.
The board approved a memorandum of understanding with the Wyoming Department of Public Health Division to provide maternal and child health services for fiscal years 2026–2028 in the amount of $287,914. County staff said the award represented roughly a $60,000 cut from the original request and that officials will evaluate whether the funding will cover a second, long-vacant position previously funded by the grant.
The commissioners also authorized submitting a Wyoming Department of Health grant application for $447,638 to support data-driven, evidence-based substance abuse and suicide prevention programs from July 1, 2026, through June 30, 2028. County presenter Neli highlighted new suicide-prevention strategies in the draft work plan, including expansion of the peer-based Hope Squad program into elementary schools and firearms-literacy training through CALM (Counseling on Access to Lethal Means). “CALM is Counseling on Access to Lethal Means... It focuses on safe storage of firearms and medications as it relates to suicide prevention,” Neli said.
The board approved applying to the Wyoming Energy Authority for up to $50,000 to replace lighting at county fairgrounds; the fairgrounds will provide the local match. Commissioners likewise approved small Community Service Block Grant mini-grants to Laramie Interfaith ($799) and the Downtown Clinic ($699) to purchase tablets under the program’s $1,499 per-award cap.
For emergency management, the board ratified a grant agreement with Albany County for $54,919 to fund preparedness activities through Sept. 30, 2026. Presenters said that the county’s allocation fell from prior years after a change in the state allocation formula; commissioners discussed whether the statutorily required emergency management position should be funded from the general fund rather than a grant.
All measures were approved by voice vote as part of the regular meeting agenda; commissioners did not request additional public hearings on the items.
