Enumclaw council approves sewer reimbursement area and authorizes $400,000 grant application for field lighting

Enumclaw’s City Council on April 27 approved two resolutions by voice vote: one establishing a sewer assessment reimbursement area related to the Roosevelt Avenue roundabout, and another authorizing the mayor to apply for a state youth athletic facilities grant to light Boise Creek fields.
Mayor Anthony Wright opened the meeting and the council took the consent agenda before considering the resolutions. City Clerk Katie McKee read Resolution 1872, described in the text as “a resolution of the city of Enumclaw, King County, Washington establishing assessment reimbursement area for sewer installed as part of the Roosevelt Avenue roundabout project.” Community development/public works staff member Chris Searcy told council the city fronted construction work for a gravity sewer line through the roundabout that will serve nearby parcels and that, after added soil and administrative costs, the recoverable amount is “just slightly under $88,000” to be recaptured from four affected properties. Council moved, seconded and approved the resolution by voice vote.
On Resolution 1874, Parks Director Aliyah Hibbs briefed the council on a Youth Athletic Facilities grant application proposing a $400,000 award to relamp and light fields at Boise Creek and to light two currently unlit fields. Hibbs said, “we already have budgeted impact fees,” noting the city currently has $202,000 available and that the grant requires a 50% match; the total project budget is estimated at $800,000 including a 15% contingency. Staff recommended council authorize the mayor to submit the application. Council moved, seconded and approved Resolution 1874 by voice vote.
Both measures passed without a recorded roll-call tally; council approved them after the mayor called for the question and hearing no objections. The council did not request additional amendments to either resolution during the meeting.
Next steps: for the sewer reimbursement area, staff will record the reimbursement agreement against the affected parcels as described in Resolution 1872. For the lighting grant, staff will proceed with the grant submission and, if awarded, program matching funds into the 2027 budget as described by Parks Director Hibbs.
