Commissioners also approved a pilot agreement tied to a housing authority tax‑credit application for a proposed first phase of about 55 units at Poplar Dale Grove; presenters explained the ownership will transfer to a new entity for tax‑credit purposes while the housing authority would continue management under the agreement. Both measures passed after the sponsor renewed motions under the board's waiver rules.
