Commission recommends conditional use for massage therapist at 120 North Bel Air Road

The Columbia County Planning Commission on May 21 recommended approval of a conditional-use request (file RZ26-05-06) to allow a massage therapist to operate at an existing salon at 120 North Bel Air Road.
Danielle, a county staff member who presented the application, said the property is in a C‑2 General Commercial zone and lies within the community commercial activity area on the county's future development map. She told commissioners the site had a prior massage therapist but lost its nonconforming status after the use was absent for more than 12 months; staff recommended approval to permit a therapist to return.
Applicant Billy Jackson said the business lost employees during the COVID-19 period and therefore lost its prior nonconforming status: "So then when they came back and the county had went to the thing, we had issues massage. We had it, and then we failed to reissue up." He asked the commission for help to reinstate that use at his salon.
A committee member moved to recommend approval of file RZ26-05-06, and the chair seconded; the motion carried by voice/raised hands.
Why it matters: Granting the conditional use would allow a licensed massage therapist to operate within the existing salon at 120 North Bel Air Road, consistent with the county's designation for community commercial activity. Final approval will be made by the Columbia County Board of Commissioners on June 2, 2026.
