County approves permits, grants, veterans office hours and other routine business

At its April 16 meeting the Cottonwood County Board of Commissioners approved several permits, grants and administrative items.
The board unanimously approved a Conditional Use Permit for Central Specialties, Inc. to set a temporary asphalt plant in Delton Township, Section 8, subject to six conditions including compliance with Cottonwood County Zoning Ordinance #28 and #36, required federal/state/local permits, an expiration date of Nov. 30, 2024, an on-site waste disposal plan, a road maintenance agreement with the local road authority and restricted hours of operation (6 a.m.–9 p.m.). The motion was made by Commissioner Tom Appel and seconded by Commissioner Kevin Stevens.
Planning & Zoning Technician Alex Schultz reported the City of Mountain Lake applied for a $20,000 Aquatic Invasive Species (AIS) grant to operate and maintain the county’s Weed Harvester; the board approved the AIS grant request (motion by Gravley, second by Appel). EDA Director Tiffany Lamb requested county sponsorship for a MnDOT Carbon Reduction Program grant application; the board adopted Resolution 24-04-16A approving county sponsorship with the City of Windom agreeing to provide the 20% local match if the grant is awarded.
County Coordinator Kelly Thongvivong and Commissioner Larry Anderson led discussion on Veterans Service Office hours; the board voted to change the office hours to Monday–Thursday, 7:00 a.m.–5:30 p.m., beginning April 22, 2024, and voted to discontinue the Veterans Service Officer’s cell phone reimbursement. The board also approved a $595 payment to Dr. Jared Schmidt for continued work on the courthouse window grant applications.
Other routine actions included approval of April warrants totaling $122,864.20 and announcements of seasonal hires and a funding request from the Plum Creek Library System to maintain the annual appropriation plus an additional $3,250 for expanded services.
