Council tables facade grant policy amid questions over form and fairness

During the committee-of-the-whole discussion on May 18, several council members questioned a proposed rewrite of Maumee’s facade grant program and its rubric. Councilman Hughey (speaker 12) said facade grants can be a poor use of limited public funds and objected to rubric bonuses that favor first-time applicants or prior applicants. Finance Director Harker (speaker 6) explained the rubric is intended to provide prioritization and that any award would still require council appropriation.
A separate legal concern was raised about whether the changes should be enacted as an ordinance rather than an administrative policy; a council member noted the risk of challenge by an applicant if the program lacked proper legislative form. After discussion, a motion to table item 9d to the next council meeting for further investigation and to determine appropriate legal form passed. The mayor read that item 9d will be returned to the council packet at the next meeting pending staff review.
The council emphasized that no facade grant awards will be made this year without appropriations, and that establishing a rubric is intended to constrain ad-hoc awards if the program resumes in the future.
