Council approves consultant pools and construction contracts; staff removes two firms from consultant resolution

Council considered multiple procurement and resolution items tied to continuing services contracts, consultant pools and renovation bids.

Director George Zama explained the selection process under Florida Statute 287.055 (the Consultants Competitive Negotiations Act): firms were ranked on professional qualifications, past performance, project approach, quality control and diversity scoring. Staff recommended removing Craig A. Smith & Associates for a conflict of interest and Kimley‑Horn for failure to reach a negotiated multiplier within the town’s contract threshold. The council approved awards to Culpeper & Tarpenning, Calvin Giordano & Associates and Chen Moore & Associates under the continuing services resolution.

On a separate construction procurement, staff reported a tight timeline for renovating Building A (fire logistics) and received a single responsive bid of about $477,000; staff said they vetted the price against another continuing contract and found the prices within roughly 5%. Council approved the renovation contract and other related resolutions; staff also discussed grant submissions for seawall and living‑shoreline work and said a seawall grant application would be resubmitted in September after FDOT feedback.

The council took votes on multiple resolutions, with motions to approve recorded on the transcript.
