Brookfield City Finance Committee approves routine finance measures, OKs sale of about $15.8M in promissory notes

The Brookfield City Finance Committee met May 19 and approved a series of routine financial measures, concluding with authorization to sell approximately $9,125,000 in General Obligation Promissory Notes and approximately $6,640,000 in Taxable General Obligation Promissory Notes. Alderman Jason Anderson presided; the meeting began at 6:45 p.m. and adjourned at 8:00 p.m.
The committee voted unanimously on multiple items. Motions carried included approval of vouchers exceeding $50,000 requiring immediate action; designation of public depositories for the City of Brookfield; designation of authorized broker/dealers for city investments; and approval of amendments to the 2026 capital improvement budget as requested by the Director of Finance and Administration. Municipal advisory services with Wisconsin Public Finance Professionals LLC were approved to assist with the 2026 capital improvement debt issues.
Members also authorized a Capital Improvement Fund budget amendment to reallocate prior-year borrowing proceeds from the Krueger and McCoy Park projects, together with previously received donations, to the Wirth Park restroom building project. The committee approved acceptance of an interoperable radio grant from the Wisconsin Department of Military Affairs to be used for police radio equipment; the minutes do not specify the grant amount. The committee approved a lease agreement with UUTG LLC (Umansky Toyota) for a Police HIDTA vehicle.
A funding request from the Brookfield Conference Center for replacement video projection equipment was denied by a 7-0 vote. Separately, a Finance Committee–only item to set the 2027 budget development calendar and review meeting dates was postponed to the June 2 Finance Committee meeting because of time constraints.
All recorded motions carried without dissent aside from the May 12 minutes approval earlier in the meeting, which is recorded as 6-0. The meeting record lists movers and seconders for each motion; recorded vote tallies for the actions cited above are included in the committee minutes.
