Plan Commission recommends rezoning and lot merger to allow Congregational Home campus expansion

The Brookfield Plan Commission on May 11 recommended the Common Council approve a preliminary concept map and a zoning amendment to allow future expansion of the Congregational Home continuing care retirement community campus.
The Plan Commission voted 7-0 to recommend approval of a certified survey map concept that would merge three existing parcels (tax keys BR C1055053001, BR C1055063, BR C1055064) into one new Lot 1 of 15.3216 acres (667,409 square feet) at the northeast corner of Lilly Road and W. Burleigh Road. Planning Administrator Richard VanDerWal summarized staff findings that the map conforms to the Comprehensive Plan and applicable design standards and does not implicate wetlands or floodplains.
Concurrently, the applicant (Congregational Home, Inc., c/o Kris Sprtel) seeks a Planned Development District (PDD) zoning amendment to extend the existing PDD #28 over the newly merged parcel and to increase the maximum Floor Area Ratio (F.A.R.) from the current 32% to 40% to accommodate a proposed building addition near the southeast corner of the site. The PDD amendment would retain many existing district regulations (setbacks, offsets, building height limits) while adjusting the F.A.R. and applying uniform PDD standards across the entire campus parcel.
Staff’s report notes the proposed PDD would maintain a maximum principal building height of 45 feet, accessory building height of 15 feet, a minimum landscape surface ratio of 50%, maximum lot coverage of 50%, and minimum setbacks and offsets consistent with PDD standards. The application’s narrative says Congregational Home employs approximately 250 staff and serves a large portion of the City’s older adult population; the applicant provided an estimate of assessed property value rising from $18,320,000 (2026) to $27,300,000 by 2029 under the proposed district.
A public hearing on the rezoning was held at the Common Council meeting on May 5; no members of the public spoke for or against the rezoning, and the Council asked clarifying questions about greenspace and F.A.R. Director Ertl clarified no greenspace reduction was requested and that the requested change is the increase in permitted floor area ratio.
The Plan Commission recommended the Common Council adopt the zoning amendment ordinance by a 7-0 vote and approved the preliminary concept map by the same margin. Both recommendations are conditioned on engineering review and technical corrections, execution of the City’s planned development district regulation agreement by the property owner before the ordinance becomes effective, and payment of applicable fees.
Next steps: The Plan Commission’s recommendation will be delivered to the Common Council for final legislative action; staff indicated engineering review and the owner’s execution of required agreements must occur before the PDD ordinance is executed.
