Mahoning County reappoints three to Mental Health and Recovery Board; commissioners emphasize service needs

The Mahoning County Board of Commissioners on May 14 approved reappointments of three individuals to the Mahoning County Mental Health and Recovery Board for four-year terms effective July 1, 2026.
During the appointments portion of the meeting the commissioners named Kyle Gutterby, Ruth Mastriano and Eric Hungaro (the latter was not present) for reappointment. Ruth Mastriano said she looks forward to another four years; Dwayne (S10), who appeared during the appointments, thanked the board and praised the members' attendance and work.
Commissioners used the moment to highlight broader needs in the county. A commissioner (S3) described the county’s persistent mental-health and homelessness challenges and said, "Our jail has basically become a mental hospital," urging additional funding and services, including social services and addiction treatment. Other commissioners echoed calls for collaboration with local agencies and expressed appreciation for recent cross-jurisdictional efforts.
The reappointments were approved by motion and roll call. The board did not debate the merits of each candidate at length during the meeting; the approvals were recorded as part of the consent/appointments agenda.
