Brown County reviews neighborhood revitalization map, KCAMP risk findings and holds multiple executive sessions on personnel

At its Jan. 5 meeting the Brown County Board of Commissioners reviewed the exclusion map from the prior Neighborhood Revitalization Plan to identify changes for a proposed new plan; Brown County Appraiser Steve Markham was present for that review.
Commissioners then discussed KCAMP’s risk-assessment findings covering multiple county buildings and information about risk-management services KCAMP can provide. No procurement or budget decisions were made at the meeting on KCAMP services.
A procedural motion to approve the Dec. 31, 2025 minutes with two corrections was made by Commissioner Richard Tesoriero, seconded by Commissioner William Pollock, and carried.
The commission reviewed land and building fixed-asset lists and the year-end cash and budget summary report for 2025. The transcript records review and discussion but no formal budget adoption or amendments at the Jan. 5 meeting.
During the meeting the board recessed several times into executive session to discuss non-elected personnel matters. Chairman Lucas Heinen moved to recess into executive session for an initial five minutes to discuss employee performance (commissioners and Brown County Clerk Nicole Lee present); the meeting was to reconvene at 2:31 p.m. Later, Treasurer Betty Spiker requested a five-minute executive session to discuss employees’ duties and pay (the three commissioners, Treasurer Spiker and Clerk Lee present), reconvening at 2:38 p.m. The board recessed again for a 10-minute executive session to continue discussing employees’ duties and pay (reconvening at 2:49 p.m.), and Clerk Nicole Lee requested a final five-minute executive session on employee performance (reconvening at 2:59 p.m.). Each motion carried and the transcript notes that no binding action was taken during those executive sessions.
Commissioner Richard Tesoriero moved to adjourn; Commissioner William Pollock seconded and the motion carried. The meeting adjourned at 3:00 p.m. The next regular meeting is scheduled for Monday, Jan. 12, 2026 at 1:00 p.m.
