Council approves street‑rehab bids, EV charger phases and a kitchen‑incubator design contract

Separately, the council approved a $67,897 contract with Nicholas Engineering to prepare design and construction documents for a kitchen‑incubator project (a $1.2 million SBA‑funded project). Staff said the design phase will precede a return to council for construction authorization later in the year.
Votes: The P Street, EV charger and Nicholas Engineering items each passed with recorded tallies of 3–0. The council discussed minor plan clarifications (curb/gutter additive items for P Street bids) and asked staff to include additive items in the bid package when feasible.
What happens next: Staff will release bidding documents for the P Street and EV projects and proceed with the competitive process; for the kitchen incubator, the design contract will produce construction drawings and specifications to be returned to council for bid and award.
